There are no Euros in Ice hockey nor qualifications for World/Euros like in other sports. But if you look at international calendars of soccer, for example, you can see there is one big tourney every year (plus qualifications in "spare" time). In 2024. you had Euros, this spring/summer Nations League, next World Cup and after that again Nations League. If I calculated right only basketball has "year off" in 4-years cycle.

I think they didn't gave up. Since IIHF WC had amateur status Canadians were complaining that Soviets are actually professionals despite their "amateurism" on paper. That's why they pulled off for 7 or 8 years. After that, in 1977. IIHF allowed "pro" players and Canada came with very good NHL roster...just to get beaten by USSR 10:3 and 8:2 in two games. (back then in was round robin format).
World Cup of Hockey and Four nations are nothing more than North Americans flexing their muscles in my opinion. These tournaments have advantages to them by having lesser teams which means you need less games to play in order to win it. Ok, I know it's not realistic that for example Latvia wins medal at Olympics, but one bad day of USA/CAN (look at last year's WC and Canada- Denmark) and your tournament is over and you failed at "best on best". Another advantage for them is it's being played on NA size rink and in North America (with exception of World Cup "european" group stage).
The International Ice Hockey Federation (IIHF) is launching a series of tournaments – the European Cup of Nations . The new competition series will give European national teams the opportunity to play meaningful and competitive matches during breaks in IIHF international matches.

And frankly I would rather watch 21-yrs old hungry Kim - already established Korean NT player - than "couldn't care less if I don't have puck on my stick" in Dostalek. Panasenko proved he can play at this level, if he average around 0.85 ppg I think he justified, probably low, price. Brus is also proven in Alps...
On first sight foreginers are not on same level as last year's one, but overall depth of whole team is on another level compared to last season. Plus, all players who stayed are now one year older, more experienced and adjusted to basically 100% pro life.

There are some, but they look more like Alps level (Marko Sikic - depth player in ECHL) or are too expensive (Luka Profača - KHL). 
EDIT: There is a cousin of Mark Katić. Danny...who looks like as depth player for ICE.
Are there enought Crotian Player, for are ICE Team or two Alps Teams?
There would be few of them for ICE team, sure in minor roles...and with Rendulic on wrong side of 30 he could also be an option for few seasons.
Regarding 2nd Alps team, it would be very though to put 2nd team without searching for some croatian - canadians to put 3,5 lines that would be no worse than Celje in their 1st season.
Is there a long-term to medium-term chance that Medvescak will return to the league?
AFAIK - no. Even if they have money there is ongoing re-construction of Dom sportova ice hall which should be over sometimes in 2026. I didn't hear about any plans for joining ICE. They do have a plan to join Alps, but they haven't sent application for next season.
They are still seen as "villains" by part of hockey fans in Croatia due to their relationship and attitude towards Croatian players. And rightfully so, for example when they returned to EBEL for 2017/2018. season a lot of fans had expectations that they will give proper chance to 1995 and 1996. born players who reached EBEL U20 finals. And what they did ? They basically sent one of the top prospects Matija Milicic into semi-retirement because he asked for xy amount of money and they offered him yx amount. The diffirence was 300 euros per month !!! Imagine what kind of shortsighted and cheap S.O.B you need to be to treat your home-grown player like that. Milicic even played KHL season before and didn't look out of place at all.
So, back to the original subject, even if they collect enough money, I am not sure if our top players would be willing to join them, because of aforementioned example. Which would led to the roster of 20 foreginers again and we saw how it ended last time.
