I haven’t read all the post in this Theme so correct me if someone already suggested this but I think that optimal solution for development of Austrian players would be to limit transfer cards to 3 (top teams) or 5 (bottom teams). At the same time you should (to cut cost of native players, who are if I understand right overpaid) implement team salary cap. It is hard to expect of Austrian players on National Team to act and perform on top level when they are not key players on their respected teams in EBEL.
