Ye, they are cheap 
A lot cheaper than for other sports in Zagreb. They went with such prices before the season when they didn't know how many people will come to the games. They wanted to attact as much as possible. But this covers their costs and they still earn with every single game so they don't plan to rise the prices. Price will be the same even for games that will be played in new arena.
